Roy Horvath was born in Durango and grew up on a farm/ranch operation in the Breenarea, where he presently lives. He has irrigated land under the HH Ditch for most of hislife and has served on the HH Board of Directors for many years. He served as memberof the Task Force for a Bureau of Reclamation Water Management Plan for Western La Plata County from April of1999 through June of 2000. Working with San Juan Resource Conservation and Development Council and Bureau of Reclamation, Roy helped develop and initiate a GPS mapping project of the HH Ditch, laterals and structures in 2002 and developed a successful Bureau of Reclamation grant application for measurement structures for the HH Ditch in the spring of 2003.
Elected to the Durango School District 9R Board in November of 2001, Roy served asSecretary/Treasurer of the Board from November of 2003-2005 and played a role in thepassage of an $84.5 million dollar bond issue for the District in November of 2002 thatresulted in the expansion/renovation of all District 9R schools. He has also held a seat on the San Juan Resource and Conservation Development Council since October of 2006. Roy has also been involved in the process and discussion of land use issues in La Plata County for the last thirty years and was a member of the Fort Lewis Mesa Planning District Advisory Committee and the La Plata County Comp Plan working group between and July of 2009 and July 2010.
Roy was an active member of the Board of the La Plata West Water Company (LPWWC) since the fall of 2004 and November of 2007. He was appointed to a three year term on the La Plata West Water Authority (LPWWA) Board by the Animas La Plata Water Conservancy District (ALPWCD) in November of 2007 and November of 2010 and has chaired the LPWWA Board since June of 2010.
